New Law Consolidates Transportation Work in the San Diego Region

A new law puts all transportation planning, money allocation, project development, and construction in the San Diego region, under the responsibility of a new consolidated agency.

Culminating three years of work among local mayors and council members, as well as community and business leaders, Senate Bill 1703 (Peace, D-El Cajon), puts under one roof all of the responsibilities and roles of SANDAG, and many of the transit functions of both the San Diego Metropolitan and North County Transit Development Boards.

The new law mandates that all of the area's 18 cities and county government are voting members of the new agency. Voting is based on both membership and on the number of people who reside within each jurisdiction. The new voting system improves public accountability with a more democratic "one-person, one-vote" system, according to Poway Mayor Mickey Cafagna, who is the vice chairman of SANDAG.

The new consolidated agency will assume SANDAG's role to meet transportation challenges by carrying out the $42 billion 2030 Regional Transportation Plan to move people not just vehicles.
