MOBILITY 2030 Update
SANDAG Moves the Regional Transportation Plan Toward Completion

SANDAG recently approved modifications to the draft 2030 RTP, known as MOBILITY 2030. Modifications were based on public input, additional analyses by SANDAG, Caltrans, and the transit operators, and updated cost estimates.

The Final Draft RTP includes three funding scenarios:

  • A $30 billion Revenue Constrained plan required by federal regulations

  • The preferred $42 billion Reasonably Expected Revenue scenario on which MOBILITY 2030 is based

  • A $66 billion Unconstrained Revenue scenario that identifies the funding needed to fully implement all of the programs, projects, and services envisioned for 2030.

Since the October 2002 release of the Draft 2030 RTP, numerous public comments have been received, and SANDAG has worked with Caltrans and the transit operators to refine these three scenarios. In response to the input received, the SANDAG Board approved the following major modifications (pdf, 84k).

The Final Plan will be updated to include a recommendation for SANDAG to coordinate with the County of San Diego and Tribal governments on a future study to address rural road needs and the impacts of gaming facilities in the region's rural areas. The Draft Final RTP is scheduled for Board review in February 2003, and the Final 2030 RTP is scheduled for Board approval in March 2003.
