Airport Authority MOA adopted Airport Authority MOA adopted

The SANDAG Board of Directors recently adopted a Memorandum of Agreement (MOA) with the County Regional Airport Authority (Authority) concerning the Regional Aviation Strategic Plan (RASP) and the Airport Multimodal Accessibility Plan (AMAP). Senate Bill (SB) 10 requires the Authority to complete the first RASP, which will identify the airport infrastructure needed to meet future aviation demand, by June 30, 2011. SANDAG is required to complete the first AMAP, which will identify surface transportation infrastructure needs associated with future airport expansion, by December 31, 2013. This production schedule allows these documents, as well as Destination Lindbergh and the Regional Air-Rail Network Study (to the extent they are complete), to be incorporated into the next Regional Transportation Plan (RTP), which SANDAG is required under federal law to update every four years. Completion of a draft 2011 RTP update is scheduled for summer 2011, with final adoption in late 2011.

Air-Rail Network Study

As a first step in completing the AMAP, SANDAG has developed the scope for a San Diego Regional Air-Rail Network Study. This study will address: (1) airports in southern California that could serve passengers in the San Diego region, and the potential for high-speed and commuter rail to connect San Diego to these facilities; and (2) the possibility for future high-speed passenger rail systems to alleviate short-haul demand at San Diego International Airport (SDIA) and free up capacity for long haul or international flights. SANDAG is coordinating this effort with the Authority, the Southern California Association of Governments, California High-Speed Rail Authority, and the Riverside County Transportation Commission. A statewide ballot measure is currently on the November 2008 ballot to provide funds for the state’s high-speed passenger rail network.

Destination Lindbergh

The SANDAG and Airport Authority Boards of Directors held a joint meeting on February 8, 2008, to discuss future airport plans. In subsequent meetings between agency staffs, it was determined that a separate MOA should be signed by the Authority, the City of San Diego and SANDAG, to develop long-range actions for optimizing airport capacity at Lindbergh Field. While this MOA is separate from the agreement required by SB 10, work on Destination Lindbergh, RASP, AMAP, and the Air-Rail Network Study is occurring concurrently.

In April 2008, the Authority, the City of San Diego, and SANDAG established the Ad Hoc Airport Regional Policy Committee to determine short-range and long-range goals for the airport while improving the efficiency of how airport patrons access the airport. The Committee meets monthly from 7:15 to 8:45 a.m. in the San Diego County Regional Airport Authority Board Room, Commuter Terminal, 3rd Floor.
