The SANDAG Service Bureau, the consulting arm of SANDAG, provides Geographic Information Systems (GIS) analysis and mapping, demographic and economic studies, and transportation modeling and analysis to public agencies, businesses, and other organizations on a fee-for-service basis. The Service Bureau also offers customized strategic planning.

The California-Baja California Border Master Plan is a binational comprehensive approach to coordinate planning and delivery of land ports of entry (POE) and transportation infrastructure projects serving the California-Baja California region. The California Department of Transportation (Caltrans) in partnership with the State of Baja California Secretariat of Infrastructure and Urban Development (SIDUE) and the U.S. / Mexico Joint Working Committee retained the SANDAG Service Bureau to assist in the development of this Plan. The primary objectives are to:

  • Increase the understanding of POE and transportation planning on both sides of the border and to create a plan for prioritizing and advancing POE and related transportation projects.

  • Develop criteria for prioritizing projects related to existing and new POEs as well as roads leading to the California-Baja California POEs.

  • Establish a process to institutionalize dialogue among local, state, and federal stakeholders in the United States and Mexico to identify future POE and connecting transportation infrastructure needs and coordinate projects.

The Service Bureau has been working closely with Caltrans, a binational Policy Advisory Committee, and a Technical Working Group to ensure the Plan meets the above objectives and results in a model that can be used in other border areas for similar binational infrastructure planning and coordination. The project is scheduled for completion in the fall of 2008.
