New I-5 HOV lanes Two new carpool lanes on I-5 opened in early June along a two-mile stretch between the cities of Del Mar and Solana Beach. The California Department of Transportation and its construction contractors expedited the work to have the lanes open before the U.S. Open Golf Tournament at Torrey Pines and the San Diego County Fair in Del Mar. Part of the funding for the new lanes came from the TransNet half-cent sales tax extension voters approved in 2004. The new lanes, which link up with already existing carpool lanes to the south, will extend opportunities for carpools and vanpools, as well as ease the heavy traffic congestion caused by major events in the area such as the Del Mar Fair. The new northbound carpool lane runs along the center median of I-5 from Via De La Valle to Manchester Avenue. The new southbound lane, which also runs along the center median, stretches from Lomas Santa Fe Drive to Via De La Valle. As part of the work, the on-ramp to southbound I-5 at Manchester Avenue was extended with an auxiliary lane to Lomas Santa Fe Drive.
