TransNet: In 1988, the region’s population was approximately 2.3 million, a single family home sold for around $190,000, gas was $.95 cents a gallon, and the 1987 voter approved TransNet program– a 20-year, half-cent sales tax for the region’s transportation projects – went into effect. Since then, TransNet has been instrumental in expanding the transportation system, reducing traffic congestion, and bringing critical transit projects to life. From 1988 to 2008, the original $3.3 billion TransNet program built and upgraded 75 miles of highway and added more than 200 lane-miles of highway, including:
TransNet also added more than 80 trolley and commuter rail miles and expanded transit service to include the Santee and Old Town Trolley extensions (1995), COASTER (1995), Mission Valley West Trolley line (1997), Mission Valley East Trolley line (2005), and SPRINTER (2008). TransNet also provided transit pass discounts, improved and maintained more than 800 local road projects, funded regional bicycle projects, and created walkable communities. In 2004, voters approved an extension of the TransNet half-cent sales tax from 2008 to 2048 to continue funding transportation infrastructure as well as provide $850 million for environmental mitigation efforts.
