Western Salt Works site The SANDAG Service Bureau, the consulting arm of SANDAG, was retained by the California Coastal Conservancy to prepare an access study and vision plan of the area of south San Diego Bay near the mouth of the Otay River. The purpose of the study is to determine optimal alignments of public trails and the feasibility of future use of the Western Salt Works Building for interpretive facilities. The 17-acre site is currently owned by the San Diego County Regional Airport Authority. Several public initiatives relating to environmental protection and public access are underway in the area: the San Diego Bayshore Bikeway, the San Diego Bay National Wildlife Refuge, the Otay Valley Regional Park, the Pacific Southwest Railway Museum, and the Swiss Park Club. In addition to its historic and environmental value, the site presents an opportunity to bring together these interrelated projects to create a public access point where visitors can experience the unique history, environment, and recreational opportunities of the communities of South San Diego Bay. A second public meeting to present and gain input on the draft plan was held on May 6, 2008. The Vision Plan will be completed by fall 2008. The Service Bureau provides Geographic Information Systems (GIS) analysis and mapping, demographic and economic studies, and transportation modeling and analysis to public agencies, businesses, and other organizations on a fee-for-service basis.
